The Housing First Initiative is our community’s response to the crisis of men, women and children living on the streets or cycling in and out of shelters for months, even years, without hope for an affordable, safe place to call home. The Initiative brings together housing and human services providers, advocates for the homeless, public sector systems and the philanthropic community and draws on local and national expertise and experience.

Our goal is to produce sufficient, permanent supportive housing apartments to end long-term and chronic homelessness in Cuyahoga County.

Enterprise Community Partners leads, coordinates, and evaluates the Housing First Initiative by assembling financial resources, cultivating support from local leaders and providing technical consultation and capacity building assistance. On the capital side, Enterprise has helped leverage roughly $10 Million per project. For the operating and services components, Enterprise has helped leverage roughly $5 Million annually for the projects.

Enterprise has cultivated a strong team of community-based providers to develop and manage the housing and provide the services. Cleveland Housing Network is the lead developer. EDEN, Inc. is a co-developer and the lead property manager. FrontLine Service is the lead service provider and the coordinator of services provided through other entities including the Veterans Affairs Medical Center and the AIDS Taskforce of Greater ClevelandLearn more about this innovative partnership.
